Telecommunications Network Expansion in Bolivia

Delphos provided financial, economic, management, and strategic advisory services for a national telecommunications network in Bolivia that connects to neighboring countries Chile and Peru. The project involved the construction of a fiber optic network connecting the primary cities of La Paz, Cochabamba and Santa Cruz, connecting to local access loops to provide a full range of data transmission, voice and internet services. This also included rolling out rural networks using VSAT technology and supported the implementation and development of over 100 tele centers in urban and semi-rural areas. Since the long-distance telephone market was opened to competition in November 2001, the company positioned itself as the main facilities-based competitor to ENTEL, the incumbent owned by Telecom Italia. Delphos International also arranged a $37 million senior secured facility for the company in 2003. Subsequently, Delphos raised $7.7 million in bridge financing and $1 million in equity from a hedge fund to restructure existing long-term debt & provide growth capital.
